Monthly Police Report
a. We issued 8
burning permits for the month. One was a buckthorn permit.
b. There was one dog impounded during the month. The owner claimed
the dog and paid the impound fee. The township incurred no charges.
c. The Washington Conservation District brought to my attention an
issue of a noxious weed that can be fatal to animals and humans.
There is a large amount of Fox Glove growing on Pawnee Avenue off of
St. Croix Trail and on 95th Street North. I notified the residents
affected by letter of this and advised them of the proper removal of
this plant. It should be noted that this plant has not been found to
be growing in any other part of the state.
d. The Washington County Sheriff's K-9 unit will be at the township
picnic on August 22nd at 1:00 p.m. for a demonstration.
e. We had several abandoned homes reported this past month. After
speaking with the property owner of one home, they did clean up the
property and the neighbors are satisfied at this time. The other one
has been empty for several years and may be a safety hazard. The
building inspector will go to the property and do an assessment and
report back to me with his recommendation.
f. The commercial kennel license for Brian Lassonde will be
re-issued for another 2 years. There were no complaints from
neighbors or objections from residents.
G. There are still piles of brush to be removed from Little
Carnelian Park. Mike Raleigh will be reminded. |

Lost and Found Dogs
Lost - A resident is
missing a Female Black Labrador (since 7/8/10) with a red collar and
no tags from the area of 116th Street North and Norell Avenue North
area. The dog still has not been located as of 7/12/2010. If you any
information or may have seen this dog please call

7/8/2010 - Monthly Police Report
a. 8 burning
permits were issued and 1 was for buckthorn.
b. No dogs were impounded for the month. Dog licenses issued total
over 200 so far and are still coming in. We are about half way to
last years total.
c. O'Crowley Kennel license Renewal Application. - No Complaints.
d. Bouthilet Kennel license Renewal Application. - No Complaints.
One dog is a rescue dog and another one is a trained cadaver dog.
e. Hay complaint on Norell Avenue North (Last Meeting) - I Gave the
complaint to Dennis O'Donnell and the county
Helped the owners move the piles off of county property and onto
their property. (About 5 feet) Now the complaint is
back in our hands. I will work with the owners on resolving this
issue.
f. The Bruette Roofing property had another outside storage
complaint and he needed to be advised to do another
clean-up. It has been done as of July 1st.
g. Little Carnelian Beach update. Signs are an improvement. There
were 10 complaints for the month. Mostly for
trespassing and dogs on the beach.
(The Sheriff's Office assisted us in issuing 7 citations for
speeding on Stonebridge Trail and 6 citations for stop sign
violations at Penfield & Stonebridge Trail during the month of
June.) |
6/25/10 - Township Residential Burglary
There was a residential burglary in the 10000 block of Manning
Avenue North on 6/25/2010 between 8 a.m. and 4:30 p.m. There was no
one home at the time. The Sheriff's Office is investigating. If you
have any information regarding this incident please contact
Steve Nelson or call the Sheriff's

6/10/2010 - Monthly Police
Report - May 2010
A. 13
burning permits were issued in May, with one of these
being for buckthorn.
B. No dogs were impounded for the month.
C. The Watson Commercial Kennel Permit Renewal
Application was reviewed. Steve Nelson inspected the
kennel earlier this week and advised the board that
there were no complaints received in the past two years.
Additionally, the
Sheriff's Office has received no complaints. Pictures
were made available for the Board to see. The attorney
advised that the review process is not needed and the
Dog License Clerk can issue the permit if the letter and
fee is received. It was advised that Steve Nelson would
continue to provide an update at each new renewal to
keep them advised.
D. An update was given on the cleanup of the Heifort
property. The junk vehicles have been removed but some
additional cleanup is still needed. Steve Nelson will
continue to monitor the situation for now and keep the
Board and the Planner advised.
E. Steve Nelson received a notice that Polaris would be
filming a commercial on Arcola Trail. The county issued
a permit for the event and the Sheriff's Office was
planning on closing the road at various times. Officer
Nelson was asked by the Board to look into the
permitting process. The consensus was that we should be
involved when events occur on township roads. Officer
Nelson will look into this matter and report my findings
next month.
F. A request was made to increase enforcement of the 4
way stop sign at the intersection of Stonebridge Trail
and Penfield Avenue North. It appears drivers are not
always stopping. Officer Nelson will work with the
Sheriff's Office and
increase enforcement at this location.
G. A resident expressed concerns about the speed of
vehicles driving on Stonebridge Trail near the curve at
Oakgreen Avenue North. A request will be made to have
the Sheriff place the radar trailer at this location in
the near future. They will also have the deputies
increase their presence there. Additional radar will be
operated in this area.
H. Richard Schubert asked the Board to request MNDOT to
review the intersection of Hwy 96 at Norell Avenue
North. He thinks it is time to make changes to that
corner. He made several suggestions about how the
intersection could be reconfigured so it would be safer.
I will pass this on to the MNDOT engineer who is working
on the Hwy 96 road project that is expected to get
underway this summer. |
5/13/2010 - Monthly Police
Report - April 2010
A. Mary Parcheta was present to have her Water Ski
Course Permit Signed. Stillwater Township and the
Sheriffs Office reported "no" complaints received in the
last year.
B. A letter was presented to the Board from the
Sheriff's Office asking for permission to qualify their
part time officers on Saturday September 25th. This is
allowed in their C.U.P. With written permission from the
Town Board. The Board suggested that I check with Outing
Lodge to see if any weddings are planned for that day
before the request is granted. The letter will be signed
at the next meeting if there are no conflicts.
C. Due to the DNR burning ban only 1 burning permit WAs
issued for the month and that was with a variance to
conduct a prairie burn. Permits are now being issued as
the ban was lifted on May 5th. Evening burning is now in
effect.
D. 3 dogs were impounded and the owners claimed all 3
dogs and paid the impound fees. There were no charges
billed to the township for the month.
E. Sentence to Serve removed buckthorn from the Town
Hall property and at Little Carnelian Park. Rick
Jacobson supervised the project. STS will be asked to
return and help spread the wood chips in the playground
area. Supervisor Matt Beane said he might be able to get
some help from the Boy Scouts for some work at Little
Carnelian Park.
F. The Stillwater Marathon will be held Saturday May
30th and the route will go through Stillwater Township.
There will be a water and aid station at 90th Street and
Stonebridge Trail. You can check route information at

G. Sue Caldwell was present to speak about bicycle races
that are going through the township and there is a
safety issue. I checked with the City of Stillwater and
they are currently doing a study of this. The results
should be available in 2 months. The Board will then
look at the possibility of requiring a permit for
special events that go through the township in the
future. |

4/28/2010 -
Found Dogs / Bear Sighting -
2 Airedales (One male and one female) were just
transported to the Hillcrest Animal Hospital. They were
found on Arcola Court around 12:30 p.m. this afternoon.
Anyone who may know who owns these dogs should call
Steve Nelson at 651-439-0796.
Owners Located
Also, on 4/26 around 4:30 p.m., a brown bear with
several small cubs were spotted along the river near the
falls area just North of the Boomsite Park. No direction
of travel noted.

Monthly Police Report - March 2010
a. 29 Burning Permits were issued. No buckthorn permits.
b. No dogs were impounded.
c. Buckthorn removal will be done at the Town Hall on
May 1st. Rick has been advised.
d. Identity Thefts in Stillwater. Residents should
monitor their bank accounts if they made purchases with
a debit card in downtown Stillwater restaurants.
e. New Road Weight Limits discussion. Paul Pearson will
report back to the board next month.
Road restrictions went into effect on March 8th. All
Township paved roads are 10 ton limit and unpaved roads
are 5 ton limit unless they are signed differently. The
restrictions will be removed on April 12.
A new State Statute allows Garbage trucks 7 ton per axle
weight so most of them are legal on township roads. |

Monthly Police Report - February 2010
a. 14
Burning Permits were issued. 1 was for buck thorn.
b. 1 dog was impounded and it was not claimed.
c. Working on one zoning violation complaint.
d. Complaint of speed limits on Hwy 96 will be forwarded
to Mn/DOT with a request to re-evaluate these limits
before
the spring/summer construction begins.
e. A zoning violation complaint follow-up will be
conducted by Steve Nelson and Jack Kramer. Reports will
be forwarded to the Township Planner.

Coyote Sighting
A
reported sighting of several coyotes was made for the
area east of Manning Ave and South of Hwy 96 along the
bluff.
In
addition, the latest report on the cougar sighting in
the Township came last week from a resident familiar
with cougars. The sighting is near 100th
Street and Stonebridge Trail N. |

Found Dog
An
older black Labrador with a faded nylon collar on Arcola Trail near
116th Street North. The dog was transported to the Stillwater P.D.
by a motorist. Please contact

ALERT: STILLWATER TOWNSHIP
BURGLARY
There
was a burglary on Mendel Road North on February 13th. It occurred
after 6 p.m. Items taken were a laptop computer, cash and jewelry.
The incident is under investigation. Please lock your doors

if you will be away from your home for any extended period of time.
In addition, several complaints have been received about residents
plowing snow from their driveways across the road. This is illegal
and can be dangerous. Please contact

Cougar Warning -
On 1/10/2010 a resident on Minar Avenue North
reported seeing cougar tracks in their backyard and
under their deck. A DNR officer responded and checked
the tracks and determined with 90%+ certainty that it
was a cougar.
DNR Cougar Facts:
The DNR has received reports of cougars from across
Minnesota. But only a few reports have proven to be
true. Cougars can live wherever their main prey, deer,
are present. The cougar is a protected species in
Minnesota, meaning that it cannot be hunted or trapped.
The cougar is extremely rare and secretive, and few
Minnesotans have ever seen one. There are no reports of
cougars attacking humans in Minnesota. Biologists
believe that the cougars in Minnesota are wandering
through from the mountainous western states.
Residents should be aware of their surroundings when
they are outside and report any sighting to the police
department as soon as possible.

Monthly Police Report -
- 15 Burning permits were
issue. 3 were for buckthorn. There have been
111 permits issued so far this year.

No dogs were impounded this month.

The OSHA "Noise Policy" has been
reviewed by the attorney and it will be presented to
the board after some revisions are made to conform
to our township's needs.
-
Neal Avenue South of Hwy 96 has
had someone digging ruts into the gravel in an
apparent attempt to slow down traffic. This is
causing the need for more grading and is a safety
issue. Letters were sent to the residents in the
area asking for assistance in identifying the person
or persons responsible. There was a vehicle
rollover at this location today but no one was
injured. Speed was a factor.

The yearly Conditional Use Permit
checks are well under way. 9 are complete with 3-5
more to be done yet this month. No major problems
or violations have been found.

10/14/09 - Police Report
1. Monthly Police
Report -
a. 12 burning permits were
issued. 3 were for buckthorn.
b. (1) dog was impounded in September and it was

c. OSHA required policy on noise is being worked
on. I will talk with Soren
about it.
d. Yearly checks of C.U.P.'s have begun. Working
with Bruette on clean up.
2. Carnelian
Park -
Sentence to Serve has been requested for March-May
to finish the
buckthorn removal and cut and remove
dead/downed trees.
Neighbors have requested some
sort of barrier (fence or planting) to
shield them from the park trail now that the
buckthorn has been
removed. Pictures were shown to the board of
the work that was done.
Requested that the board have
the park committee consider some sort
of wild flowers/grass now that the forest floor
is open and sunny.

9/30/09 - Bears and Coyotes
A
large black bear was sighted near the 11000 block of
Norell Avenue North in the late evening of September
26th. The person who spotted the bear said it was
300-400#. No direction of travel was noted.
In addition, a township resident's
movement camera on September 15th at 4:58 a.m. captured
2 coyotes just West of 77th Street Court North.

9/26/09 - Found Dog and Cat * DOG - On Monday, September 21st at 1010 p.m. -
a Golden Lab, adult, No collar, was found on Manning Avenue just
South of 80th Street N.
* CAT - On September 25th at 1023 a.m. - a
Short Haired Calico Cat near 100th Street and Stonebridge Trail
North. |
9/13/09 - September Police Report
Monthly Police
Report -
a. 6 burning permits were
issued. 1 was for buckthorn.
b. No dogs were impounded during the month.
Little Carnelian
Lake Buckthorn Project -
The project is complete.
Besides removing the buckthorn there were dead or hazard
trees removed from the trail. Raleigh's will remove the
buckthorn and chip it up in the lot. It will then be
hauled away. It may be several more weeks before they
can get to this.
A letter was sent to the
"Sentence to Serve" crew thanking them for their help.
There may also be an article placed in the Stillwater
Gazette.
We will continue to request
the services of "Sentence to Serve" for future projects
including work to be done in Otto Berg Park.
A sign was stolen from the
Otto Berg upper parking lot over the weekend but it was
found right after the Town Board Meeting.

8/16/09 - August Police Report
1. Monthly
Police Report -
a. 11 Burning Permits were issued. 2 were for
Buckthorn.
b. No dogs were impounded this month.
c. The local DNR forester wanted to split the
township in half and give the area south of Hwy 96 to
another Fire Warden. The Board decided it was best to
leave it as is.
d. Old
Radio’s were sold on e-bay for $218 after expenses.
Check given to Treasurer.
2. Update
on the Carnelian Park Buckthorn Project -
Notification letters have been sent out to area
residents and the Roundup has been ordered. I will post
updated information on the website for residents. The
Project will begin on Monday, August 17th and go thru
August 30th. Signs alerting residents were posted at
the entrance to the park. They will work both weekends.
3. K-9 Demo Info - The
Sheriff’s Office will not be able to attend the Township
Picnic due to budget problems.
4. All-Hazard Mitigation
Planning - Washington County Emergency Management
requests that we re-affirm our interest in the
All-Hazard Mitigation Plan. The Chair person was
requested to sign the "Statement of Interest
Form." Matt Beane signed the form and it was returned
to them on August 14th.

7/21/09 - Suspicious Activity
There
was a report tonight of a suspicious person driving a
powder blue 1993 Lincoln Town Car with license number
TYV924. The driver is a white male in his early 40's
and came to the door of several township residents with
a story about his mother being found on the floor in
Cannon Falls and he can't get there because his vehicle
is out of gas. He asks the residents for money to buy
gas for his van. It most likely is a scam but
authorities would like to speak with him.
If
you see or have contact with this person please call
Steve Nelson (439-0796) or the Sheriff's office
(439-9381) to report it right away. Do not let the
individual into your residence, but tell him to wait
outside while you call the Sheriff for him and have them
come out to help.
Subject has been Identified as of 7/24/2009. He is not
a suspect in any crime at this time, but it has been
found that the story regarding his mother has been found
to be false.

Old Radios were placed on Ebay for sale. A total of
$63.99 has been bid so far.

K-9 Demo for the Township Picnic may be cancelled due to
budget cuts and scheduling conflicts. More information
at the next meeting.
5.
Discussed the chemicals to be used at Little Carnelian
Park for the buckthorn removal project. The consensus
of the board was to use roundup and have Sentence To
Serve apply it. Steve will contact Valley Green Lawn
Service.

Found Dog, Lost Cats

Found
a female Border Collie, black/white, with no collar near
Co. Rd. 12 and Jamicia Avenue in Grant City. If anyone
has lost this animal please contact Steve Nelson for
more information.

resident is missing their 1 year old male Tabby
cat. It is white/Brn/black with a diamond shape on
its nose. Lost in the area of McKusick Road.
Missing since 7/14/2009. Contact Steve Nelson with
any information.

Missing a 12 year old cream colored (NM) cat. The
cat has long hair and was reported missing since
Thursday from the Mayfield Avenue area. Contact
Steve Nelson if you have seen this cat.

On the night of July 1st or early morning hours of July 2nd there were 8 -
9 mailboxes damaged along Arcola Trail North. If anyone heard or saw anything or has any information, please

6/14/09 - May Police
Report
Fire:
13 burning permits issued. 3 were for buckthorn.
Animal Control:
No impounds for the month.
Police:
1. Orwell Court complaint. Several residents have
called in license numbers of those leaving trash by the
roadside and they have been contacted.
2. Old police radio purchase has not materialized. We
will try an alterative method to sell them.
3. Signage was requested by a resident to be put up on
Neal Avenue, South of Hwy 96 to remind people no
motorized boats are allowed on South Twin Lake.
4. The Washington County Sheriff will have a K-9
demonstration at 1 p.m. on August 23rd at Otto Berg Park
during the township picnic.
Tips: 1. Remember: The DNR burning ban
is still in effect for brush pile burning but
recreational fires are still allowed at this time.
2. Failure to use your seat belts is now a primary
offense in Minnesota. That means you can be stopped and
cited only for not wearing a seat belt. This includes
all passengers in the vehicle. Buckle up!
Lost Cats
Officer Steve Nelson has received two separate calls
from residents who have lost their cats. Although we do
not pick up stray cats in our township we do try to
return missing animals to their owners whenever
possible.

reported.- 7/1/2009 - Found * 6/11/2009 - A 1 year old black/white DSH
reported.

- Bear Sighting

This weekend
the Township Peace Officer has received 4 calls from residents about a bear that has been seen at the following locations and times:
* 5/29/2009 in the late afternoon - 10900 block of Stonebridge Trail North
* 5/29/2008 at 6:14 p.m. - 10800 block of Pawnee Avenue North
* 5/29/2009 at 8:28 p.m. - Stonebridge Trail and Partridge Road North
* 5/31/2009 at 9:00 a.m. - 10300 block of Norell Avenue North
One resident
reported that he and his dog were outside and the bear saw them, but paid no attention to them at all.
Remember not to leave food or garbage outside and to keep your pets and children away from the bear. This bear apparently likes bird feeders but they are all attracted to suet and can smell it a long ways off. He/she is not very large and appears to be a little over a year old.
If you see a bear, please call Steve Nelson and let him know so we can keep others informed of their
location(s). |
5/21/09
- April Police Report
Fire:
2 burning permits issued during the burning ban (both were DNR
Variance approved.)
Animal Control:
2 dogs impounded and both dogs were returned to the owner and the
impound fees were paid to the township.
Police:
1. Orwell Court complaint addressed. Trash is being left by the
parking area. Steve Nelson will be speaking with the other neighbors
in the area regarding this problem.
2. Updated Town Board on the Little Carnelian Lake Buckthorn cleanup
project. Issues with the chemical application portion of the project
still needs to be addressed
3. Township is still working on getting the old police radios sold.
4. A complaint was received about the large dirt pile at Manning
Avenue and Hwy 96. David Johnson will discuss this issue with the
Joint Planning Commission.
Tips:
1. Now that summer is approaching and the kids are out of school, be
sure to talk to them about not opening their doors to strangers.
Instead tell your children to tell the person thru the closed and
locked door that they will call the Sheriff and have someone meet
them at the end of the driveway. Do not tell them not to answer the
door as that may invite someone to believe that no one is home and
they may then attempt an entry. If that happens have them exit the
house quickly and go to a neighbor or other safe location that you
have discussed with them and call 911 as soon as possible.
2. Remember, if a sales person in Stillwater comes to your door
attempting to solicit they must have a valid permit (with picture)
signed by Steve Nelson and the Town Board Chairperson) If you are
still not sure try to get a vehicle license number and a description
of the person and call the Sheriff or myself right away. This
ordinance does not apply to regular deliveries (such as Simon
Delivers, Culligan, etc) or to non-profit organizations (Boy or Girl
Scouts) and religious groups.
3. Call Steve Nelson or 911 anytime you see something suspicious or
strange happening. We are here to help!

5/11/09
- Resident's Help Needed
On Sunday May
10th at 12:00 noon about 50 yards South of 108th Street North on Oakgreen Avenue North, an adult female was bitten by a dog that
was walking with it's owner. The description of the dog is a mixed
breed black and gray medium sized dog with black spots on the gray
area and a snout that looked like a Labrador type dog. The dog was
on a long leash and bit the victim on the right leg just above the
knee. Medical attention was needed.
The description of the dog owner was a white male about 50-55 years
old and wearing lighter colored pants with knee high light blue
shorts. He had a long sleeve dark gray shirt and was about 5'-11"
tall with a medium build and tan skin.
We would like help from anyone who may have seen this happen or
might know who the dog owner is. We are mainly concerned that the
dog has current rabies shots. If you have any information call the
Police Chief at 651-439-0796 anytime.

- March Police Report
Fire:
19 burning permits issued, 4 were for buckthorn.
Animal Control:
2 dogs impounded and both owners recovered their dogs and paid the
impound fees.
Police:
3 road restriction permits issued.
Tips:
When using the parking lots at our many parks:
1. Lock your vehicles and leave nothing in plain site. Windows are
easy to break and items can be removed by thieves quickly.
2. When returning to your vehicle be aware of your surrounding,
have your keys in hand so you can open your vehicle quickly and
if you think something looks wrong, it probably is.
We live in a very safe area, however bad things can happen. A little
prevention goes a long way. You can check for a criminal history
on anyone in Minnesota by going to www.mncriminals.com While you
are on this site you can also search any zip code for registered
Level 3 Sex Offenders living there. Registration is required but
there is no charge for this service. These are public records.

2/16/09 - January Police Report
Fire:
6 Burning permits were issued and none were
for buckthorn.
Animal Control:
2 dogs were impounded and they have both been
claimed by the owner.
We have 379 currently licensed dogs in the
township.
Police:
The suspicious person that we were
looking for last week (notification on 2/12/09
below) has been located and everything
checked out.
Safety Tips:
Home Safety: With kids in school and most
parents working, winter is a good time to remind
everyone to keep your doors locked when you are away.
It's also a good idea to have them locked even when you
are at home. Do not let anyone into your house if you
do not know them. Tell them you will call 911 and ask
that the dispatcher send an officer out to help the
person at your door.
ID Theft: Do not give any personal information to anyone
over the phone. Most legitimate institutions will not
ask you for personal information by a phone call. I
suggest that anyone who asks you for money by phone be
told that you do not do business by telephone
with anyone. If you receive a suspicious phone call,
contact myself or the Sheriff as soon as possible.

Suspicious Activity
We
had a report last night of a suspicious
red or maroon van, possibly a Ford Econo
van, with the license plate in the window. The driver is a
white male and came to the door of several township residents
with a story about his mother or father being in the hospital in
Eau Claire, WI. He asks the residents for money to buy gas
for his van.
If
you see or have contact with this person call me (439-0796) or
the Sheriff's office (439-9381) to report it. Do not let the
individual into your residence, but tell him you will call the
Sheriff for him and have them help him.
At
this time we do not suspect this person of any crime but we do
wish to speak with him.
